What is it?

For example, text a person on a dating site will cost eg $3. Charges247.com then claim they have "opened an account" for you. This they claim requires "maintenance" at a cost of around $45 per month, even if you only ever sent the one text of $3. Essentially, its a barely legal scam used (found in the small print) to rip folks off.
