What is it?

I found help for this in UBER page. I also had a charge that I did not recognize, so they apparently make charges that are not "completely effectuated" to make sure your payment method is real. Afterwards they reimburse the money. Why is something like this, taken £21 off my account, when I don't even no what UBER IS, it sounds dodgy.
