What is it?

I am a compliance officer at a bank in MN and we have been being hit with fraud alters on some of our debit cards. The scenario is one of our customer's debit card is 'pinged' for a $0.00 charge to BeautyCounter to verify the card is legit then the card is used for a different transaction for a different merchant unknown to the customer.
